How to Configure Tool Restrictions

Open a server's Guard Rails tab, find Tool Restrictions, and add a rule: pick a tool, a restriction type (blocked, max calls per session, or require confirmation), and a max-calls number if that type needs one. It saves, but isn't enforced by the backend yet.
