What Is Retry Policy?

Retry Policy is a panel on the Harness tab meant to control how many times Arthur retries a failed upstream call, with what backoff strategy, and for which HTTP status codes. It's visible and interactive today, but it isn't wired up to the backend yet — settings you enter here aren't saved or enforced.
