What Is Tool Restrictions?

Tool Restrictions is a panel on the Guard Rails tab meant to block a tool outright, cap how many times it can be called per session, or require confirmation before it runs. It's visible and interactive today, but not yet wired to the backend, so restrictions you define aren't actually enforced.
